I waited another 4 days before it actually left Nanjing after having the going to next airport/seaport message

2016-04-28 08:30:16.0 leaving Nanjing international going to next airport/seaport
2016-05-02 14:35:00.0 Nanjing departure

1. Without tracking number, my only guess is that it's been delay by US Customs Office.

1. I have seen here other person from US that are having same problem as you, Custom seems very slow in western USA. I would say maybe wait up to 5 or 6 weeks, you already have 4 weeks gone.
