Post Departure export customs for 13 days now?

I have an China ePacket (eg starting digit is L, ending is CN) that has been listed as "Departure Export Customs" from Shenzhen EMS since September 29th on your tracking page. The package is headed to the US to be delivered by USPS. Does the "Departure Export Customs" from Shenzhen EMS mean:

1. Is it likely waiting to get loaded on a plane to the US?
2. It has likely already gotten on that plane and it's waiting at a US port to go through customs?
3. It has entered the US, cleared customs, and been delivered to the USPS and they haven't updated anything?
4. Any of the above with roughly equal probability?

Departure from outward OE mean that your parcel still on customs. I have a parcel that sent using epacket by seller from sept 10th but till now the status still stuck on "Departure from Outward OE" for 30 days in Shenzhen, I've extended buyer protection to give more time to seller but now I'll open dispute for lost parcel or logistic problem. I think my parcel didnt move for a month because of customs problem or it might be just lost.
