3. To me it means she will not send you your parcel by E packet but by China Post Register Mail. Unless the tracking number for the Register parcel will not belong to you.

4. You need to clear that with her. You could report her to Ali Express Customer Service, or you might be able to open a dispute. If you paid extra then she need to give you possibly some money back.
