usps.com shows RV953341258CN address is incorrect and was returned to China on Jul 13.

Obviously your seller printed wrong address in the parcel. If you believe you have given seller a correct shipping address, you need open dispute to seller for refund.

How do I file a FRAUD case on the seller? They took my money & now will not respond to me at all.

If you paid with paypal/aliexpress/amazon/WISH which have buyer protection policy, you can open dispute to their customer service and request refund.
If you did not pay with a buyer protection method, you can not get your money back.
