Post what does final delivery mean?

Tracking code shows that "Final delivery" was on 12.Dec. But the e-bay seller, who I sent the parcel back to, claims, that she didnt receive it. Is it possible? Doesnt final delivery mean that the parcel was received by her?

the parcel should have been delivered to the receiver. you can claim money from ebay now, no matter the seller admit receipt or not.
