Post Parcel delivered in a different Country??

I ordered a parcel from Altur (I know) and one package was delivered successfully, and the other was delivered to Glasgow (I'm in England). The company isn't replying to my messages and I need them (or China Post) to verify the delivery address. Can I talk to someone about it? Tracking number LX008188956CN

You can contact your local Royal Mail office and inquiry detail. The parcel LX008188956CN was delivered by Royal Mail. If Royal Mail can not find the parcel, you should open dispute to seller for lost parcel.

I have contacted Royal Mail, they said I had to contact the seller (not responding) or here in order to get an idea of where the parcel was delivered.

If Royal Mail can not give you exact delivery detail, none else can do it. You can only consider the parcel is lost. It is quite possible that seller printed wrong address in the parcel.

If I were you, I will open dispute to ebay/aliexpress/amazon whichever you paid money to and force seller to refund you money.

Good luck! If the shipping address on your order was in England, and the parcel tracking is showing its delivery in Glasgow, I can't help but think that'd be enough to win a dispute.
