1. I don't know how Alibaba work so I can not answer the question. If it's been more then 10 days you got the tracking number, then open a dispute to get you money back.

2. Since I don't know how you paid then PayPal, credit card etc, just talk with them if you can not open a dispute to get your money back.

1. I might have found what you are looking for on Google map:
There is 2 buildings:
One is call: DAPENG Sub-District Office
And just beside that one is: Shenzhen Dapeng New Area Administration

2. Just on the right side of the 2 building there is a street but with no name on it. I suspect that street might be Ping An Street. Also if you press with your mouse on one of the building then an other box will show up and this will show: 5 Zhongshan Rd, Longgang, Shenzhen, Guangdong, Chine.

3. Now for the page here it is:

I know it works because I save it on my computer and reopened the page.
