http://track-chinapost.com/result_china.php?order_no=RB053683960CN shows only result "shipping notice received from seller".

This means your seller told China Post he plans to ship the goods but never actually shipped anything yet. You are scammed.

If you paid with paypal/aliexpress/amazon, open dispute against fraud asap.

first, you should make sure you paid money through paypal/aliexpress/amazon which has buyer protection policy against fraud. if you do make payment through above websites, you can contact customer service to open dispute against fraud.
