It seems that your parcel arrived Australia but Australian Post can not deliver the parcel and returned it back to China. You can call Australian Post for detail.

What kind of reasons would they not be able to deliver the parcel for? Do you mean customs stoped it or they couldn't deliver it for address or something not readable

I don't think anyone can answer your question except Australian Post. The parcel was returned by them, you should call them.
