I have a package from AliExpress that has the tracking # RW070847742CN.

Using some tracking on the web, it says this uses "Wish platform" or "Wish Post". I'd like to know if this is also the same as China Post Registered Airmail and if it can also be tracked the same way?

http://track-chinapost.com/startairmail.php shows only result "shipping notice received from seller". This means your seller told China Post he plans to ship the goods but never actually shipped anything yet. You should push seller to ship the goods immediately. Tell him if you can not track real shipment location info, you will open dispute to WISH against fraud shipment.
