http://track-chinapost.com/startairmail.php shows the parcel arrived Vietnam on Aug 14 and failed delivery. You need contact your local Vietnam Post office and inquiry delivery detail.

you can google Vietnam post phone number and use RH912876426CN as reference ID to inquiry pickup detail.
