Post Tracking changed from export to import

I'm expecting a package from China (RF743324731CN).
The package has been moving through some cities in China and has not leave the country. According to the tracking, the package returned to the original post office. It went as follows:

Ningbo>Beijing>Hangzhou>Ningbo

The weirdest thing is that it change its status from export to import since it was at Beijing. Is that normal?

RF743324731CN was rejected in Beijing customs and is returning to shipper. You can not get the parcel anymore. Open dispute to seller and claim refund asap.
