Post parcel arrived but not found

track number CC062136428IL

the parcel arrived in the post office on the 19/9/17 (by the track) but the person who suppose to pick it said that they can't find it.

what can be the problem?

http://track-chinapost.com/startairmail.php shows the parcel CC062136428IL was delivered. If receiver says he has not got the parcel, ask him call china post hot line 11185 for delivery detail.
