Is it normal for a pacage to be "stuck" for 3 weeks at the same status?

see last status bellow:

2017-04-25 20:49:24.0 Electronic Data Received

2017-05-01 00:20:48.0 China Post Group 浙江省Yiwu city 邮购配送公司 customs scan

2017-05-01 15:05:43.0 Yiwu Transit Station export security scan
2017-05-01 15:20:13.0 Yiwu Transit Station export customs cleared
2017-05-02 06:04:00.0 arrive Hangzhou Airport
2017-05-03 05:59:30.0 leaving Hangzhou Airport going to next airport/seaport

The parcel has left china. you can not see new status when parcel is outside china.
