Post package is stuck in Guangzhou

sent a package from Israel on August 16th, and it got to china on Aug 21st.
it got to Guangzhou on Sep 4th and since there weren't any progress since then even though the destination is just an hour an a half driving from there.
What can be the reason for that?

the parcel is in china post guangzhou office. it should have delivery problem or duty payment problem. ask your receiver call china post hot line 11185,pay duty( if any ) and pickup the parcel.

it's up to the receiver now?
